What does a meter seal protect?
A meter seal is not a lock that protects the metering device itself from theft. Instead, it closes points such as terminal covers, calibration/adjustment areas or connection screws—areas intended to be opened only by authorized personnel—in a way that can later be inspected.
Its security value therefore does not come only from breaking strength. When the unique seal number is linked to the meter number, service date and technician record, physical tamper evidence becomes operational evidence.
