Why Is Seal Serial Number Important?

Why is seal integrity alone not enough?
A seal may look intact, but if it is not the same seal recorded for the shipment, the security chain has been broken. Replacing it with another seal of the same model can preserve a normal appearance. A unique serial number provides identity verification against this substitution risk.
Handover inspection therefore asks two independent questions: does the serial number match the record, and is the seal physically intact? One correct answer does not compensate for the other. A cut seal with the correct number and an intact seal with the wrong number are both exceptions.
